Mayor ​Carroll is a lifetime resident of Shelbyville/Bedford County. He attended elementary and high school in Shelbyville and graduated from Shelbyville Central in 1968. He has Honors degrees in both Business Administration from Motlow State Community College and in Management/Human Relations from Trevecca Nazarene University. Carroll volunteered for and served in the U. S. Navy (aviation) from 1968 through 1972 with one tour overseas aboard the USS Saratoga. He worked in small business in Shelbyville for eight years before joining Duck River Electric Membership Corporation, from which he retired after 31 years of service. Carroll has served on numerous boards and committees, both statewide and in the Tennessee Valley region.

Carroll has served our community as a member of the Arts Council, Friends of the Library, City Board of Zoning Appeals, and over 35 years with the Church of the Nazarene. He has volunteered with Habitat for Humanity and the Soup Kitchen. Being a lifetime resident, he loves Shelbyville and wants Shelbyville to prosper.

Carroll has three adult children, all educated in Shelbyville and Bedford County. His daughter Tonya Suzanne and husband Eric and children live in Madison, AL. His son Jeff is an instructor at the Tennessee College of Applied Technology and lives in Tullahoma. His son Josh works in Shelbyville and lives in Bedford County. He has three granddaughters, three grandsons, and two great grandsons.
